Export Delaware is the official international program of the State of Delaware. Export Delaware offers guidance and resources to help companies succeed. One-on-one assistance is customized specifically to companies' needs, including strategic research and analysis of product, target market, market opportunities and conditions, business matchmaking, pricing guidelines and more.
The State of Delaware STEP Grant Program is a cost-sharing program that helps Delaware small businesses participate in international business trips, trade shows, and events to get their products or professional services in front of a global audience. Delaware’s program will reimburse 50%, up to $6,000 per grant year, of the cost of website translation, optimization, and localization. Please contact Export Delaware should you require additional funds for website globalization, as this may be possible.
The U.S. Small Business Administration (SBA)
State Trade and Export Promotion (STEP) Grant Program, which provides grants to states to carry out export programs that assist eligible small business concerns, is being used to fund this activity in addition to State of Delaware funds. The aim of the STEP Program is to increase the number of small businesses that are exporting and increase the value of exports for those small businesses that are currently exporting. Companies must contact Export Delaware and apply for a STEP grant to be eligible. The application is easy and takes only minutes to complete.

Beth Pomper is a marketing professional with 30 years of progressive leadership experience in support of global business activities. She is responsible for the Strategic Export Plan for the State of Delaware and has worked to implement it since 2014. Beth has established Delaware’s global representative network, with 11 foreign offices servicing 18 countries. She has assisted Delaware companies launch and expand their export sales, generating over $450 million in business and creating dozens of jobs in the state.
Before her work with Export Delaware, Beth launched the first Supplier Diversity initiative for Canada and the U.S. Foreign Agricultural Service. She comes to the State of Delaware from the private industry and is responsible for launching over 100 American and Canadian food and beverage brands overseas. She serves as Delaware’s representative on the Global Cities Initiative, the Advisory Council of the World Trade Center of Greater Philadelphia, the Advisory Council for the Government of Quebec Office in Philadelphia, and on the Board of Directors of Nirmala’s Kitchen. Beth holds an M.B.A. specializing in International Business from Lehigh University.

Emma Pautler is a communications specialist and project manager. She specializes in digital marketing and creates all the web and email communications for Export Delaware. She assists in the project management of the state’s SBA export grant and trade programs. Previous to her position with the Delaware Department of State, she worked with several Delaware small companies doing business development and sales and marketing. Emma holds a B.S. from the University of Delaware Alfred Learner College of Business and Economics.
Emma serves on the marketing committee of the Millennial Summit.
Cynthia B. Kane
Special Assistant to the Delaware Secretary of State
Cynthia B. Kane, Special Assistant to the Delaware Secretary of State, is an international specialist. Her current duties include advocating for the Delaware Department of State, Division of Corporations. Ms. Kane also serves as Coordinator of the International Marketing Committee. She has organized Delaware trade missions and incorporation conferences and seminars in Germany, England, Holland, Japan, Chile, Argentina, Ireland, Israel, Taiwan, Thailand, Austria, Peru, China, Australia, Turkey, Viet Nam, Brazil, India, South Africa, and Columbia.
Ms. Kane has functioned as Coordinator of the National Governors Association's Seminar for new Governors, the national board meeting of Jobs for American Graduates, and Delaware's 2017 anniversary celebration symposium.
Prior to joining the Department of State, Ms. Kane was the Special Projects Coordinator at the Delaware Economic Development Office. Additionally, she worked as Executive Director of Delaware's Gubernatorial Inauguration. Ms. Kane has been associated with and worked in several positions with four consecutive Delaware Governors, as well as three Secretaries of State. In 2017, she was reappointed and continues to serve under The Honorable Delaware Governor John C. Carney, Jr. and Secretary of State Jeffrey W. Bullock.
Ms. Kane holds a Bachelor's degree from Boston University and has done graduate work at George Washington University in Washington, D.C. She serves on the International Women's Forum, the Board of Advisors to the Institute of Law & Economics at the University of Pennsylvania, the Board of Advisors at the Weinberg Center for Corporate Governance at the University of Delaware, and the Philadelphia-Israel Chamber of Commerce. In addition, Ms. Kane serves on many cultural and non-profit boards of directors both nationally and within the State of Delaware.
